The company operates as a public-interest organization and is wholly owned by the Government of Åland. It holds a regional license, allowing it to provide gaming services online, on land, and at sea. Its headquarters are located in Mariehamn, and a team of around 300 people works across European offices and aboard the vessels.

Paf’s origins trace back to October 31, 1966, when several charitable organizations came together to create a regulated operator that could finance social initiatives. Operations began in 1967. In the 1970s, the company secured exclusive rights to run gambling on Åland-registered ferries, which quickly became its main revenue source. In 1999, Paf launched its online platform and simultaneously established its in-house development team, Paf Games Studio, which continues to create exclusive titles today.

Product Portfolio

Paf’s online portfolio includes a casino (featuring slots, table games, live casino, etc.), sports betting, and bingo. Many of the casino games are developed by the Paf Games Studio.

Additionally, the company manages land-based gaming operations on 29 cruise ships sailing the Baltic and North Seas, establishing a robust multichannel structure.

Paf’s market presence is centered on the Nordic region, where it benefits from strong brand recognition and operates within established regulatory frameworks.

Public Role

Responsible gaming is the cornerstone of Paf’s strategy. The company is a pioneer in prevention, collaborating closely with research institutions to refine its harm-prevention tools.
