Council of Europe Launches Initiative to Address Youth Gambling Risks
The Council of Europe has launched a new initiative aimed at addressing the rising concerns surrounding online gambling and gaming among young people. The project was officially introduced during a two-day conference in Rome, where experts discussed the risks associated with gambling disorders and the growing influence of gambling-like mechanics in video games.

Alarming Statistics on Youth Gambling
Research presented at the conference highlighted the significant prevalence of gambling-related disorders among adolescents. According to the findings:
- Up to 26.4% of adolescents who engage in online gambling platforms may experience gambling disorders.
- 16.3% of those participating in sports betting may also be affected.
The rise of gambling-like features in video games, such as loot boxes, has further blurred the lines between gaming and gambling, complicating regulatory efforts.
The initiative comes as the global gaming industry is projected to generate $300 billion in revenue by 2028, doubling its 2019 figures. With gaming platforms increasingly incorporating gambling elements, concerns over youth exposure and potential addiction risks continue to grow.
Psychological and Social Consequences
Experts at the conference emphasized that while only a minority of adolescents develop addiction-like symptoms, the impact can be severe. Dr. Orsolya Kiraly from Eotvos Lorand University in Budapest outlined some of the potential consequences, including:
- Family conflicts
- Sleep disturbances
- Declining physical health
Meanwhile, Simona Pichini from Italy’s National Health Institute addressed the issue of stigma, noting that young people are less likely to recognize gambling-related problems or seek help compared to adults. This difference in perception poses a challenge for prevention and intervention strategies.
