Dutch Groups Challenge Online Gambling Operators
Two major Dutch consumer organisations have launched a coordinated challenge against several licensed online gambling operators, accusing them of using conditions that expose players to unnecessary risks. The groups argue that investigations carried out in recent years point to structural issues across multiple platforms. They are now seeking financial compensation for affected customers and may escalate the case to court if discussions fail.

Concerns About Bonus Rules and Player Limits
The Consumentenbond and Stichting Consumenten Competition Claims reviewed the Dutch online market over recent years. Their findings show recurring problems with unclear bonus terms and confusing game conditions. They say some operators used default settings that pushed players toward higher spending.
The groups believe this approach conflicts with the duty of care under Dutch law. They also highlight bonus offers that advertised “free” perks but hid important conditions. Their concerns extend to advertising campaigns that they describe as misleading and aggressive. They argue that these practices break the rules introduced when the market opened in 2021.
A spokesperson for the Consumentenbond said:
“The online market was opened under the assumption that operators would create a safe environment. Many of them have instead prioritised profit over player protection. We believe this behaviour violates the law, and players who suffered losses because of these practices should be compensated.”
Regulator and Operators Issue Responses
The Kansspelautoriteit says it knows about the concerns raised by consumer groups. The regulator notes that earlier checks also revealed weaknesses in player-protection systems. It now runs more frequent inspections and uses a dedicated team to monitor compliance. It also states that it has already taken action when operators ignored the rules.
Several companies responded to the criticism and shared their positions. TOTO disagreed with the claims but said it remains open to discussions with the organisations. Holland Casino stressed that responsible gaming is part of its core operations and said it has already adjusted some online features based on earlier feedback.
