Dutch regulator orders Starscream Limited to cease illegal gambling targeting Netherlands
The Dutch Gambling Authority (Kansspelautoriteit, Ksa) has taken enforcement action against Starscream Limited for offering unauthorized online gambling services to players in the Netherlands. The company now faces significant weekly penalties if it fails to comply with the regulator’s demands.

No access restrictions for Dutch users
The Netherlands operates a regulated gambling market designed to protect consumers and ensure fair play. As part of that framework, the Ksa regularly monitors and intervenes when operators offer gambling without the required Dutch licence. The regulator stated:
“By issuing enforcement orders, we are often able to put a stop to illegal offerings quickly.”
The Ksa’s investigation revealed that Starscream Limited allowed users from the Netherlands to create accounts, make deposits, and participate in online games of chance. Crucially, the operator had not implemented technical restrictions to block Dutch players from accessing its services.
These violations were identified on three of the company’s platforms: rantcasino.com, sugarcasino.com, and allstarzcasino.com.
Enforcement order with escalating penalties
To halt the illegal activity, the Ksa issued a formal enforcement order requiring Starscream Limited to immediately stop offering gambling services in the Netherlands – and to keep them offline to Dutch players going forward.
If the company fails to comply, it will face a fine of €280,000 per week, capped at a maximum of €840,000.
