Germany Introduces Interactive Whitelist for Licensed Gambling Operators
The German Gaming Commission (GGL) has unveiled a redesigned interactive whitelist for licensed gambling operators, aimed at improving transparency and promoting responsible gambling practices.

The updated whitelist replaces the previous static PDF format, addressing usability issues and introducing interactive functionalities.
According to the Interstate Treaty on Gambling 2021, this list is a comprehensive reference for all licensed organisers and intermediaries of games of chance in Germany, offering an easy-to-navigate interface.
The new features include targeted search and filtering options. Users can now explore various types of gambling, such as sports betting, online poker, social lotteries, horse betting, and savings lotteries.
The whitelist also allows filtering based on licensing authority, distinguishing between licenses granted by the GGL and those issued by the Gambling Supervisory Authority of the State.
Greater Transparency for Users
A significant addition to the whitelist is the ability to view specific details about each licensed company, including the types and number of licenses they hold. This feature provides a clearer understanding of the legal status and operations of listed businesses.
The GGL highlighted the importance of this redesign in achieving its regulatory goals. “With the redesign, GGL is pursuing its goal of channelling the online gambling market and preventing gambling and betting addiction, as consumers can now check directly on the GGL website which gambling providers are legal or illegal,” the Commission stated.
Legal Clarity and Consumer Protection
Any gambling operator not appearing on the updated whitelist is classified as illegal and unregulated. This clear distinction aims to protect consumers from potentially harmful or unlicensed services, reinforcing the GGL’s commitment to sustainable gambling regulation.
Collaboration for Better Regulation
Earlier this month, the GGL convened a meeting with state coordinators to discuss strategies for enforcing robust and sustainable gambling regulation. The interactive whitelist is a step forward in ensuring greater oversight and transparency within Germany’s gambling market.
