Hong Kong to Legalize Basketball Betting in 2026
Hong Kong is preparing to introduce regulated basketball betting by early 2026, aiming to channel an estimated €8–10.5 billion in illegal wagers into a legal market. The plan also features a proposed 50 % tax on net turnover and measures to protect young and vulnerable bettors.

Public Backing and Structured Tax Framework
A recent public consultation showed that 94% of respondents support legalizing basketball betting. The government plans to revise the Betting Duty Ordinance to align basketball betting with existing football rules. This includes a 50% tax on net profits. Authorities expect the reform to generate annual tax revenue between €180 and €240 million.
That could help reduce the city’s fiscal deficit, which exceeds €10.5 billion. The proposed framework also aims to channel existing demand into a controlled environment, limiting the influence of unregulated platforms. The updated structure aims to weaken illegal markets and secure stable public funding.
Safeguards and Responsible Licensing
The Hong Kong Jockey Club will likely receive exclusive rights to operate basketball betting. This follows the model used for football wagering. Local matches and Hong Kong team games will remain off-limits for betting. Operators must verify customer age and ban credit-based wagering.
They will also be required to display support service information and responsible gambling warnings. These measures reflect a broader effort to integrate consumer protection into market expansion. Officials stress that the goal is to reduce illegal betting, not promote gambling.
