IGT Set to Secure Italian Lotto License Until 2034
A consortium led by IGT is expected to win the Italian Lotto license following a favorable evaluation by the Judging Commission. The decision now awaits confirmation from the country’s gambling authority, ADM, which should make the final announcement within 35 days. If approved, the nine-year deal will extend IGT’s control over one of the largest lottery operations in the world.

Commission Recommends IGT-Led Bid
The Judging Commission reviewed all technical and financial bids in the Lotto license competition. Based on that review, it recommended the LottoItalia consortium, headed by IGT, for the new contract. The Agenzia delle Dogane e dei Monopoli (ADM) is now responsible for making the final award decision.
The proposed license will run through November 2034. LottoItalia has pledged to pay a total of €2.23 billion in license fees. The payment will come in three stages. IGT plans to pay €500 million and €300 million in 2025, followed by the remaining amount by April 2026.
Under the new contract, the operator will collect a 6% commission on total wagers. In addition, the digital channel will apply an 8% distributor fee.
IGT to Remain in Control
IGT will continue to manage the Lotto operation in Italy. The company has held this role for over 30 years, focusing on innovation and technology upgrades.

Looking ahead, IGT intends to expand beyond traditional lottery products. CEO Vince Sadusky confirmed that the company will build on its digital strengths.
“The €2,230 million investments in upfront fees reflect the significant value of the new license and IGT is confident that the investment will enhance our revenue and profit potential. In addition, we plan to significantly grow our iLottery sales and leverage that momentum to expand into the Italian B2C iCasino, sports betting, and other digital gaming business.”
Consortium Shares Responsibilities
LottoItalia consists of IGT, Allwyn Entertainment, Novomatic Italia, and Arianna 2001. Each partner will contribute to both the license fee and the required investments. While IGT leads the group, Allwyn also plays a strategic role by offering financial and operational support.
