Ireland Opens Public Consultation on New Gambling Licensing Framework

The Gambling Regulatory Authority of Ireland (GRAI) has launched a public consultation on the country’s upcoming gambling licensing framework. This consultation will run until 5 May 2025 and invites feedback from stakeholders, including gambling operators and the general public.

Opportunities for Stakeholders to Submit Feedback

The move follows the introduction of a new Gambling Bill in Ireland in October 2024, which aims to reshape the country’s regulatory landscape.

Under the new framework, gambling licenses will be divided into three categories: Business-to-Consumer (B2C), Business-to-Business (B2B), and charitable licenses. This division simplifies and clarifies the licensing process in Ireland, helping ensure transparency and stronger regulatory oversight.

Phased Approach for Issuing Licences

The GRAI has outlined a phased approach to the licensing process. The first phase will begin in December 2025 and focus on B2C license applications, including both remote and in-person operators. The second phase, set for late Q1 2026, will open applications for remote-only gaming licenses. Although these dates are included in the consultation document, the GRAI has noted that the timeline may change.

During this consultation, the GRAI will also draft several regulations covering licensing fees, tax rates, and license durations. This offers a valuable opportunity for both industry participants and the public to provide input on these proposals, shaping the future of gambling licensing in Ireland.
