Kevin Mullally Steps Down as CEO of UAE Gaming Regulator
Kevin Mullally has resigned from his position as chief executive officer of the General Commercial Gaming Regulatory Authority (GCGRA), the body overseeing the regulation of the United Arab Emirates’ emerging gaming sector. The authority’s chairman, Jim Murren, has been appointed interim CEO, effective immediately.

Leadership Change at GCGRA
The announcement, issued on Thursday, marks the first major leadership shift since the GCGRA’s formation in 2023. Mullally joined the regulator during its establishment phase and played a key role in building its foundational governance and regulatory framework.
Before his tenure in the UAE, Mullally served as vice president of government relations and general counsel at Gaming Laboratories International (GLI), as well as executive director of the Missouri Gaming Commission in the United States. His experience in regulatory design and compliance was seen as instrumental in shaping the UAE’s early gaming policies.
In a statement, Murren acknowledged Mullally’s contribution to the regulator’s early progress.
“Kevin has played a significant role in the authority’s early development, helping to establish its core governance and regulatory structure. We thank him for his contribution and wish him continued success in his future endeavours.”
Jim Murren Takes Over as Interim CEO
Jim Murren, who will now lead the authority on an interim basis, said the GCGRA remains committed to advancing its regulatory agenda.
“The GCGRA remains focused on the next stage of its growth, ensuring regulatory excellence, responsible gaming, and continued confidence in the UAE’s approach.”
According to the authority, day-to-day operations, licensing programmes, and stakeholder engagement will continue without disruption under the guidance of the executive leadership team.
Established to oversee, license, and supervise all commercial gaming activity across the UAE, the GCGRA has moved quickly to formalise the country’s regulatory framework. Since issuing its first gaming-related vendor licence in October 2024, the authority has approved a total of 16 vendor licences, as listed on its official website.
At present, Wynn Resorts is the only operator to hold a casino licence in the UAE. The company is developing the Wynn Al Marjan Island resort in Ras Al Khaimah, scheduled to open in 2027.
