KSA Intensifies Scrutiny of Operators Targeting Young Gamblers
The Dutch Gambling Authority (KSA) is set to increase its oversight of licensed operators, with a particular focus on their interactions with young players under 24, as part of its 2025 Supervision Agenda.
Focus on Young Adult Protection
The Kansspelautoriteit (KSA) is prioritizing the protection of young adults in its 2025 agenda, specifically those under 24. This initiative follows the implementation of the Remote Gambling Act (KOA) in 2021, which aimed to regulate online gambling and prevent addiction.
Despite the introduction of deposit limits (€700 for those over 25 and €300 for those under 24), the KSA remains concerned about the exposure of young adults to online gambling and will investigate the participation of minors in licensed gambling activities.
Advertising and Marketing Under Scrutiny
The KSA will also be closely examining how gambling providers market their services to young players. This includes a detailed evaluation of advertising practices, with a particular focus on the use of influencers and affiliates who may target vulnerable groups.
The authority aims to ensure that operators comply with deposit limits and provide a safe gambling environment for younger players, and will monitor player risk profiles to identify problem gamblers early and ensure operators refer them to the Netherlands’ self-exclusion scheme, CRUKS.
Combating Illegal Gambling Operations
In addition to its focus on young adults, the KSA will intensify its efforts against illegal gambling. This includes increased enforcement against unauthorized websites and a broader focus on intermediaries, such as payment providers and affiliates, that facilitate illegal operations. The authority is committed to working with stakeholders to identify and address gaps in the B2B chain that enable illegal gambling supply.
A key area of focus in the 2025 agenda is ensuring compliance with advertising regulations. The KSA has observed numerous violations of the tightened advertising rules introduced in 2024 and aims to bolster monitoring and provide clearer guidance to operators throughout the year.
