Latvia Tightens Gambling Regulations with Stricter Age Limits and New Safeguards
The Latvian government has approved a series of regulatory amendments aimed at creating a safer and more socially responsible gambling environment. Among the proposed changes is raising the legal gambling age from 18 to 21, a move designed to reduce the risks associated with gambling among younger individuals.
New Age Limits for Gambling and Lotteries
The amendments, which are pending parliamentary approval, introduce a new legal gambling age of 21, up from the previous limit of 18.
In addition, participation in lotteries will be restricted to individuals aged 18 and older, addressing a gap where no age limit previously existed.
The government hopes these changes will reduce early exposure to gambling and its potential harms.
Addressing the Risks of Youth Gambling
The reforms come in response to growing concerns about the health and social risks tied to gambling, particularly among young people.
A recent study by Latvia’s Ministry of Health highlighted that gambling is most prevalent among those aged 25-34.
However, the study also revealed that many players in the 15-24 age group began gambling before they were legally allowed, prompting calls for stricter regulations.
Stricter Controls on Gambling Venues
The amendments will also impose new regulations on the appearance of gambling venues.
Facade displays will be subject to uniform restrictions, minimizing overt advertising that might entice passersby, especially younger individuals, to enter gambling establishments.
Personalized Smart Cards and Time Limits
As part of the initiative to promote responsible gambling, the government plans to introduce personalized smart cards for players.
These cards will be used to track gambling behavior, allowing authorities to monitor potential signs of gambling addiction.
Additionally, strict operating hours will be imposed, limiting most gambling activities to between 6 a.m. and 9 p.m.
Interactive gambling will be capped at 21 hours per day, encouraging healthier gambling habits.
Protecting Vulnerable Gamblers
These amendments are intended to protect the growing number of young and vulnerable gamblers in Latvia.
By introducing stricter age limits, tighter control over gambling environments, and tools to monitor player behavior, the government aims to reduce the social, economic, and psychological impact of gambling on younger generations.
