Tim Miller
Tim Miller is the Executive Director for Research and Policy at the UK Gambling Commission (UKGC) and a member of the Executive Team. He oversees the regulator’s research, statistics, and policy work and has played a central role in the ongoing implementation of the Gambling Act Review.
Bio
Career in Public Service and Regulation
Miller built his career in the demanding fields of public accountability and professional regulation. He spent around a decade at the Law Society of England and Wales in senior regulatory roles focused specifically on maintaining professional standards and governance.
He later transitioned into roles focused on public oversight and communications:

Joining the Gambling Commission
Miller joined the UK Gambling Commission in 2016. This was a critical period when digital gambling was expanding rapidly and regulatory expectations across the sector were significantly tightening.
His initial responsibilities at the UKGC included stakeholder engagement and corporate affairs. His remit later expanded substantially to encompass evidence and analysis, which eventually formed the basis of the directorate he now leads.
Evidence, Data, and Strategic Oversight
A core part of Miller’s work is developing the Commission’s research and data infrastructure. He oversees the Gambling Survey of Great Britain, which has become the regulator’s main source of participation and prevalence data.
His emphasis on robust evidence supports policy development, informs public consultation work, and enables the early identification of emerging risk trends in the market.
Role in the Gambling Act Review Implementation
Miller is the Senior Responsible Owner (SRO) for the major programme implementing the reforms introduced through the Gambling Act Review White Paper.
He directly oversees policy areas related to:

He also represents the Commission at industry events, where he outlines regulatory priorities and provides updates on implementation progress. He strongly emphasizes the need for evaluation of existing reforms to ensure they are effective, warning against falling into an “endless treadmill of reform.”
Leading the Safer Gambling Agenda
Miller leads the Commission’s strategic work on reducing gambling harms and is responsible for overseeing the National Strategy for Reducing Gambling Harms.
His teams develop rules on critical areas such as affordability, customer interaction, and product-level protections. His position is clear: operators are expected to prevent avoidable harm and maintain systems that proactively identify and support high-risk customers.
International Engagement
Miller is active in international regulatory discussions and collaboration. He regularly speaks at key global events such as ICE and G2E. His work promotes cooperation between regulators on shared issues, including combating illegal online gambling, reinforcing the UK’s position as a market with strong supervision.
