Lithuania Introduces New Gambling Rules to Protect Players

Lithuania is revamping its gambling industry with major changes to protect consumers and reduce problem gambling. The Lithuanian Parliament (Seimas) has approved new laws that will come into force in July 2025 and will affect both online and land based gambling.

Higher Legal Gambling Age

One of the biggest changes is the increase of the legal gambling age from 18 to 21. This new age limit will apply to all types of gambling except the national lottery. The government believes that raising the age will protect young adults from gambling addiction and irresponsible behaviour.

To protect players even more, all gambling establishments will have to employ staff trained to identify and intervene in cases of irresponsible gambling. These staff will be trained by the Gaming Control Authority (LPT) and will have the power to suspend a player’s activity for up to 48 hours if needed.

Online Gambling Oversight

The new laws give the Gaming Control Authority the power to monitor and block access to unlicensed online gambling sites. Operators will have to keep detailed records of player transactions to increase transparency in the industry.

Financial institutions will have to block transactions with unlicensed gambling sites. This will reduce illegal online gambling by limiting access to unauthorized gambling channels and create a safer environment for players.

Besides the regulatory changes the government will launch public awareness campaigns to inform citizens about the risks of gambling and responsible behaviour. These initiatives will promote a safe gambling culture in the country.

Higher Tax on Gambling

From 2025 the tax rate for slots, casino games, bingo and online gambling will be 22%. This will generate more revenue for the government and make sure licensed operators contribute fairly to the economy.

These changes are part of Lithuania’s commitment to a safer and more responsible gambling environment. By introducing stricter regulations and public awareness the government will tackle the social impact of gambling and the problems of addiction and irresponsible behaviour.
