Ng Wai Han Takes the Helm of Macau’s Gaming Regulator

Leadership Change at a Crucial Time
Ng Wai Han has been officially appointed director of Macau’s Gaming Inspection and Coordination Bureau (DICJ), marking a historic moment as the first woman to lead the regulator. Her one-year term began immediately following the announcement, which was published in the Boletim Oficial.
Ng brings over two decades of experience in Macau’s civil service. Between 1999 and 2017, she held senior roles in the Labour Affairs Bureau, including a period as acting deputy director. In recent years, she moved to the Public Administration and Civil Service Bureau, where she was named director in September 2023. Her appointment to DICJ was made by Secretary for Economy and Finance, Tai Kin Ip, who cited her “professional competence” as the key factor behind the decision.
With a Bachelor of Laws and a Master’s Degree in Criminal Law, Ng’s background aligns with the regulatory nature of the DICJ. Her legal education is expected to support the bureau’s oversight functions as Macau continues to reform its gaming sector, which remains the city’s economic cornerstone.
Navigating Satellite Casino Reform
Ng’s appointment coincides with broader changes in Macau’s gambling landscape. Chief Executive Ho Iat Seng has emphasized a legal strategy in handling the transition of satellite casinos, pressing concessionaires to assume more responsibility for staff and operational planning.
In parallel, Secretary Tai Kin Ip has signaled a policy shift toward tighter regulatory controls. His roadmap involves not only improving oversight of satellite venues but also reshaping the industry’s structure to promote investment diversification and non-gaming development.
