PAGCOR Reports Record-High Revenue of Php112bn in 2024
The Philippine Amusement and Gaming Corporation (PAGCOR) has reported a record-breaking Php112 billion in revenue for 2024, marking a 41% increase from the previous year’s Php79 billion. The surge was primarily driven by the sustained expansion of the Electronic Games and E-Bingo sectors, which contributed more than half of the agency’s total gaming revenue.

Significant Growth Across Revenue Streams
PAGCOR’s net operating income rose to Php84.97 billion, a 51% increase compared to Php56.38 billion in 2023. After deducting Php68.21 billion in contributions to various government programs, the agency’s net income stood at Php16.77 billion, more than double the Php6.81 billion recorded the previous year.
PAGCOR Chairman and CEO Alejandro H. Tengco acknowledged the record-breaking achievement:
“We are proud to announce that our 2024 financial performance is the best so far in the history of PAGCOR, and we thank our employees and stakeholders for making such an achievement possible.”
E-Games Sector Emerges as Key Revenue Driver
The E-Games and E-Bingo sectors played a pivotal role in PAGCOR’s success, generating Php48.79 billion, which accounted for 50.03% of total gaming revenues. Tengco highlighted the sector’s growing influence:
“The continuous growth of the E-Games sector is the key driver of PAGCOR’s record-breaking performance. It reflects the increasing popularity of digital gaming platforms and the transformative impact of technology on the industry.”
Other key contributors to PAGCOR’s 2024 revenue included:
- Licensed casinos – Php33.07 billion (33.91% of total gaming revenue)
- Casino Filipino venues – Php12.67 billion (12.99%)
- Philippine Offshore Gaming Operators (POGOs) – Despite their closure in December 2024, POGOs contributed Php2.99 billion (3.07%)
Increased Contributions to Government Initiatives
With its record revenue, PAGCOR expanded its contributions to government programs, allocating Php68.21 billion, a 37.61% increase from Php49.56 billion in 2023. Notable allocations included:
- National Treasury – Php46.32 billion (up 33.39% from 2023)
- Franchise and corporate taxes – Php5.96 billion
- Philippine Sports Commission – Php2.31 billion
- Cash incentives for athletes and coaches – Php91.88 million, supporting international competitors in the 2024 Paris Olympic and Paralympic Games
- Socio-civic programs under the Office of the President – Php12.37 billion
- Renewable Energy Trust Fund – Php248.01 million
- Board of Claims under the Department of Justice – Php178.8 million
PAGCOR had previously surpassed the Php100 billion revenue milestone only once, in 2018, when it recorded Php104.12 billion, although that figure included a one-time Php32.71 billion property sale. The 2024 performance marks the highest-ever gross revenue from core gaming operations.
