PAGCOR Says Stricter Rules Are Shaping a More Responsible E-Games Sector

PAGCOR Chairman and CEO Alejandro H. Tengco says the Philippines’ E-Games and E-Bingo industries are undergoing a challenging but necessary transition as regulators implement stricter safeguards and more transparent operating standards. Speaking before the Association of Independent Licensed Gaming and Amusement Operators, Inc. (AILGAO), he emphasised that new measures – including mandatory e-wallet de-linking – are reshaping the sector toward stronger player protection and long-term sustainability.

Industry Transition

PAGCOR’s updated policies have required operators to adjust their systems and processes, Mr. Alejandro Tengco told industry representatives in Muntinlupa City. He highlighted the mandatory de-linking of e-wallets from online gaming platforms, introduced to protect young and vulnerable users while reinforcing the credibility of licensed operators. The PAGCOR chief said:

“You may be interested to know that in the third quarter of 2025, we recorded an industry GGR that was a bit lower than last year. But this reflects an industry transitioning to stronger and safer practices.”

The E-Games and E-Bingo segment still posted 17.4% growth in Q3 2025, although PAGCOR acknowledged that the de-linking measure caused a temporary decline in GGR during August and September. Mr. Tengco recognised the disruption operators experienced, but noted the reforms serve a broader purpose.

“We know that many of you were affected by this sudden development. However, we must not look at these reforms as obstacles but as safeguards designed to protect your players, your businesses, and the entire ecosystem you operate in.”

Warning Against Illegal Operators

Despite improvements within the licensed sector, PAGCOR remains concerned about unlicensed operators that continue to expand without regulatory compliance.

Mr. Tengco emphasised that these entities undermine industry credibility and threaten consumer safety.

“They expose players to financial fraud and data theft. But the worst part is, they damage the reputation of the entire industry, including the legitimate ones.”

The PAGCOR chief commended licensed operators for their cooperation and resilience in adapting to a more rigorous regulatory framework. Mr. Tengco said:

“Tonight, we recognize all of you for being the backbone of the legitimate online gaming sector: innovating and adapting quickly, and staying compliant even when the rules become stricter. You understand that integrity is the foundation of sustainability.”

During the gathering, AILGAO awarded Mr. Tengco the Gaming Exemplary Leadership Award in acknowledgement of his ongoing support for licensed operators and his promotion of safer and more transparent gaming practices. AILGAO President Rafael Tabora expressed full support for the regulator’s initiatives, stating:

“We welcome these reforms because they strengthen the legitimacy of our operations and create a safer environment for our players.”
