Romania Bans Celebrities from Gambling Ads

Romania’s National Audiovisual Council (CNA) has approved a new rule that prohibits public figures from appearing in gambling advertisements across TV, radio, and online platforms. The regulation is part of an updated Audiovisual Code aimed at curbing the influence of celebrity endorsements in the gambling industry.

Celebrity Appearances Officially Banned

The amended Article 110, paragraph 7 of the Audiovisual Code now states: “It is prohibited to broadcast advertising for gambling that includes public, cultural, scientific or sports personalities, or other individuals who, due to their online popularity, could encourage participation in such activities.” The new rule will take effect 90 days after the revised Code is officially enacted.

Industry Challenges Rejected

Several stakeholders in the gambling and sports sectors submitted amendments opposing the ban. Winbet requested that celebrities be allowed in campaigns promoting social responsibility. The Romanian Football Federation suggested similar exemptions for awareness initiatives. Additionally, Kaizergaming, the Federation of Gambling Organizers, and the Romanian Bureau for Transmedia Audit called for the full removal of the clause.

All proposed amendments were unanimously rejected by the Council.

Additional Rules for On-Demand Services

The updated Code also extends protections to on-demand audiovisual media services. According to another new provision, all such services promoting gambling content or advertisements must comply with legal protections for minors. This includes broadcasts through any distribution platform.
