Spain Issues Over €77 Million in Fines to Online Gambling Operators

The Spanish gambling regulator has sanctioned both licensed and unlicensed operators, including ordering website closures, as part of a crackdown on illegal online gaming in the second half of 2024.

The Dirección General de Ordenación del Juego (DGOJ), part of Spain’s Ministry of Social Rights, Consumer Affairs and Agenda 2030, has issued sanctions totalling €77.4 million to online gambling operators over the last six months of 2024. The penalties are part of ongoing enforcement efforts targeting unlicensed activity and regulatory breaches within the legal market.

Severe Penalties for Unlicensed Operators

The majority of the total amount—€75 million—was directed at 14 offshore companies found to be offering illegal gambling services in Spain without a licence. Thirteen of the operators received €5 million fines each, while one company, penalised for repeat violations, was fined €10 million. All cases were classified as “very serious” breaches under Article 39(a) of Spain’s Gambling Regulation Act (LRJ).

In addition to the financial sanctions, the DGOJ ordered the closure of the offending websites and imposed a two-year ban preventing the companies from operating in the Spanish market.

The companies sanctioned include: Wot NV, Magicwin Games Tech LTD, Winbet NV, Spicyjackpots Games Tech LTS, Lama Tech Limitada, Chestoption Sociedad de Responsabilidad Limitada, Pennytech Holding BV, Group Gaem BV, Mibs NV, FGS Software Solutions S.R.L, Investan NV, Tinietech Holding B.V, Adonio N.V., and Techsolutions Group N.V.

Licensed Operators Also Face Fines

Alongside action against unlicensed entities, the DGOJ also imposed 11 fines on gambling companies that hold a Spanish licence. These cases involved “serious” regulatory breaches and amounted to a combined €2.396 million in penalties.

Fined operators included: Millonapp SL, Bingosoft PLC, Wagerfair SA, Media 24, Juegos de Azar y Servicios SL, Conespa Solutions, TSG Interactive PLC, WHG Spain PLC, Fpoocl SA, and 888 Online Games España SA.
