Sweden Blocks Three Unlicensed Operators

The Swedish Gambling Authority has banned three unlicensed operators from targeting the domestic market and opened supervisory proceedings against a licensed company over potential regulatory breaches.

Three Operators Banned for Illicit Marketing

The Swedish Gambling Authority (Spelinspektionen) has prohibited EOD Code SRL, Igloo Ventures SRL and MIBS NV from offering gambling services to players in Sweden. None of the three companies hold a Swedish licence, yet they were found to be actively promoting their services within the country.

According to the regulator, the companies used various forms of digital outreach — including affiliate links, advertising banners on Swedish-language websites, and influencer promotions on social media platforms like Instagram and Twitch — to target Swedish consumers. All such activity violates Sweden’s Gambling Act, which requires operators to hold a local licence to advertise or offer services in the country.

The decision reflects a zero-tolerance stance on marketing to Swedish players from outside the national licensing framework.

Licensed Operator Faces Scrutiny

Alongside the ban on unlicensed operators, Spelinspektionen has launched supervisory proceedings against More Tech Group, a licensed operator responsible for platforms such as lottoexperten.se, lottoexperten.com, and superlottoclub.com.

The investigation will examine whether the company complies with several regulatory obligations under Sweden’s Gambling Act. These include securing written consent before initiating telephone sales, avoiding the promotion of gambling on credit, and verifying players’ identities — particularly with respect to Spelpaus, the national self-exclusion register.

A Shift Toward Tighter Controls

The actions are part of a broader regulatory effort underway in Sweden. Earlier this year, the Swedish National Audit Office issued a critical report pointing to weaknesses in the Gambling Authority’s inspection processes and follow-up measures. In response, the government initiated a legislative review of the Gambling Act and pledged to improve enforcement capabilities.

As part of its transparency policy, Spelinspektionen publicly lists all sanctions, bans, and ongoing investigations on its website.
