Sweden Blocks WinBet NV from Operating without a License

The Swedish Gambling Authority (Spelinspektionen) has blocked WinBet NV from offering gambling services in Sweden. The company lacks the required local license. The decision takes effect immediately and follows an investigation into the operator’s website.

Swedish-Language Site Triggered Investigation

Spelinspektionen investigated WinBet NV after suspecting that its website, superb.bet, targeted Swedish users without authorization. The regulator found that the site used the Swedish language. It also offered deposits and payouts in SEK. Users accessing the site from Swedish IP addresses saw Sweden as the default country.

The authority also confirmed that Swedish users could register and open accounts without restriction.

Swedish Law Requires a License

The Swedish Gambling Act (2018:1138) applies to gambling services offered in Sweden. According to the law, operators must have a local license unless exempt under specific sections. This rule applies even to foreign operators if they target the Swedish market.

The law’s preparatory works outline several indicators of market targeting. These include language, accepted currencies, and website settings. If a service appears to be aimed at Swedish users, it falls under Swedish regulation.

The regulator concluded that WinBet NV violated the Gambling Act. The use of Swedish text and the option to transact in SEK strongly pointed to market targeting. The website also defaulted to Swedish settings for local users. WinBet NV holds license number 854151 in Greece. Spelinspektionen gave the company a chance to respond, but it received no reply.

Separate Review of Three Licensed Operators Concludes

Spelinspektionen also reviewed compliance with notification rules under Chapter 11, Section 3 of the Gambling Act. License holders must report any changes that affect their application or registration.

The review covered AB Trav och Galopp, Svenska Spel Sport & Casino AB, and Lotto Direct Limited. The authority found no violations. It closed all three cases without further action.
