Sweden’s Gambling Authority Implements New Fee Structure for 2025

Sweden’s gambling regulator, Spelinspektionen, is set to introduce a revised fee system in 2025, impacting all licensed operators and B2B providers.

New Fees for B2B Providers

The Swedish Gambling Inspectorate is broadening its fee structure to include the supervision of licenses and permits for B2B gambling software providers.

This change, effective from January 1, 2025, follows the government’s 2022 approval for B2B license authorizations, with an initial fee of SEK 120,000 (€12,000) imposed in July 2023.

The new annual fee for B2B software providers will be SEK 16,500 (€1,485).

Annual Fees for Online Operators

Online gambling and betting operators will face a fixed annual fee of SEK 264,000 (€23,760) per license. This measure aims to ensure robust oversight of digital gambling operations, with the fees contributing to the regulatory costs.

Lotteries organized for charitable purposes will have a tiered fee structure based on their turnover. Those with turnovers up to SEK 3 million (€270,000) will pay SEK 15,000 (€1,350) annually.

Operators with turnovers between SEK 3 million and SEK 10 million (€900,000) will pay SEK 30,000 (€2,700), while those exceeding SEK 1 billion (€90 million) will pay the highest annual fee of SEK 350,000 (€31,500).

Land-Based Operations and Variable Costs

Fees for land-based gambling operations, such as casinos, will vary according to the scale of the operation. Small-scale casinos with up to five venues will pay SEK 3,000 (€270) annually.

Larger operations with more than 100 gaming venues will be charged SEK 850,000 (€76,500). Gambling conducted on ships will be subject to an annual fee of SEK 6,000 (€540).

Bingo licenses will also have differentiated fees. Permanent bingo halls will pay SEK 20,500 (€1,845) annually, while temporary bingo games will be charged SEK 1,000 (€90) per event.

Payment Terms and Exceptional Circumstances

Supervision fees are generally payable in advance for each 12-month supervision period. If a license is granted for a shorter period, the fee will be calculated pro-rata, but cannot be lower than 1/12 of the annual fee. Spelinspektionen retains the authority to reduce or waive fees in exceptional circumstances.
