Swedish Gambling Authority Fines Glitnor SEK 28 Million for Responsible Gaming Failures

The Swedish Gambling Authority has imposed a fine of SEK 28 million (approximately $2.7 million) on Glitnor Services for failing to prevent excessive gambling behavior on its LuckyCasino platform.

Regulator Highlights Serious Lapses in Player Protection

The sanction follows an investigation by Spelinspektionen, which identified ten customers who were not adequately protected despite clear signs of potentially harmful gambling. Among the cases cited were players with unusually high deposit limits, including three individuals with monthly limits set at SEK 2.2 million (around $220,000). In another case, a single customer placed 3,200 bets within five and a half hours.

One player reportedly lost 24% of their declared annual income in just three days, raising further concern about the effectiveness of the operator’s responsible gambling measures.

Although LuckyCasino implemented some interventions — such as outreach efforts, loss limits, and personalized messaging — the regulator concluded that these actions had no significant impact on reducing harmful gambling behaviors.

Glitnor Rejects Allegations, Plans to Appeal

Glitnor Services has rejected the regulator’s conclusions and plans to appeal the decision. The company described the ruling as “unjust” and based on “vague factology and regulatory rules.” It also emphasized that the cited cases occurred before 2023 and do not reflect its current approach to responsible gambling.

Glitnor stated that it takes its duty of care extremely seriously and remains committed to maintaining a strong responsible gambling framework.

However, the regulator noted that some of Glitnor’s corrective measures were introduced too late to be effective. In one instance, an individual gambled excessively for over a month before their account was closed.

Regulatory Scrutiny Continues With Roar Vegas Case

The fine against Glitnor follows a similar, though smaller, action against Roar Vegas Ltd. In that case, the regulator reviewed the gambling activity of 12 customers and found that three did not receive sufficient protection. Roar Vegas was fined SEK 8 million (approximately $801,000).
