Swedish Regulator Fines IF Björklöven

Swedish gambling regulator Spelinspektionen has fined ice hockey club IF Björklöven for breaches of the national Gambling Act. The case concerns unreported changes to the club’s board and management linked to its lottery licence. The authority set the penalty at approximately €2,150 (SEK 25,000) after reviewing the extent of the violations.

Regulator Examines Corporate Changes

IF Björklöven holds a licence to run lottery games that help support the club’s activities. In June, the club contacted Spelinspektionen about plans for a new digital lottery linked to its operations. During that assessment, the regulator took a closer look at the club’s company structure and key personnel. Officials then discovered that IF Björklöven had changed board and management members without sending in the required notifications.

Further checks showed three separate rounds of changes between 2023 and 2025. One person joined in a senior role in 2023, two more followed in 2024 and eight additional appointments took place in 2025. In total, the club did not report eleven appointments to board and management positions. Spelinspektionen noted that these omissions limited its ability to test the suitability of new decision-makers. The regulator decided that the pattern of behaviour required a financial sanction to underline the importance of timely reporting.

Fine Calculation And Legal Context

Swedish law requires all licence holders to inform Spelinspektionen within 14 days when they appoint new board or management members. The rule allows the authority to check that each person meets standards on integrity, financial stability and potential conflicts of interest. In this case, the regulator viewed the number of unreported changes and the long period involved as serious issues. It also emphasised that lottery licences depend on trust in those who oversee the activity.

For the 2024/25 financial year, IF Björklöven reported net turnover of around €37,200 (SEK 432,606). Under the Gambling Act, Spelinspektionen can impose fines ranging from the equivalent of €430 (SEK 5,000) up to 10 per cent of turnover. The authority chose a penalty of roughly €2,150 (SEK 25,000), which it described as proportionate to the club’s size and the nature of the breaches. The decision signals to other licence holders that they must keep ownership and management information fully up to date. It also shows that the regulator intends to enforce governance rules even in cases involving relatively small-scale lottery operations.
