TFF Issues 19 New Disciplinary Referrals

The Turkish Football Federation (TFF) has announced 19 new disciplinary referrals linked to matches played between 22 and 24 November 2025 across the Trendyol Süper Lig and Trendyol 1. Lig. The cases include offensive chanting, misconduct by officials, breaches of match regulations and violations related to public statements.

Broad Range of Code Violations

The new referrals reflect extensive use of the TFF Disciplinary Code across multiple categories of misconduct. Incidents of “ugly and offensive chanting,” regulated under Article 53, account for the majority of cases and involve clubs from both divisions.

Several clubs were also cited for “field incidents” under Article 52, demonstrating ongoing concerns related to matchday security and crowd management. Administrative violations are prominent as well, including repeated use of Article 46 for “actions contrary to regulations,” as well as breaches of Accreditation Guideline 7/1 and the Coaches’ Regulation Article 7.

More serious individual cases include a referral under Article 41 for “insult,” Article 43 for “unsporting behaviour,” and Article 38 for statements deemed to “damage the reputation of football.”

Each file has been transferred to the Professional Football Disciplinary Board (PFDK), which is required to review cases where reasonable suspicion exists, a legal obligation emphasised by the federation this week. Referral does not imply guilt, and any party involved may present evidence during the disciplinary process.

Context Follows Integrity Discussion

In the press conference covered yesterday on iGaming Express, TFF President İbrahim Ethem Hacıosmanoğlu outlined the broader investigation that continues to influence disciplinary activity.

He rejected claims of data manipulation, stating:

“How could anyone manipulate data given to us by the very institutions that licence these companies? If manipulation occurred, their licences would be revoked.”

He explained that the federation must refer suspicious files to the PFDK to avoid committing a criminal offense, which frames the current wave of referrals within the federation’s statutory obligations. The President described the crisis as “an earthquake in Turkish football,” but argued that transparency remains essential to restoring credibility. He also warned against attempts to exploit the process for personal or institutional benefit, noting:

“If we truly want to leave clean football to our children, everyone must put their hand under the stone. This is a social responsibility, not a place for personal profit.”

Against this backdrop, the nineteen new referrals illustrate how the federation is applying regulatory provisions across the entire football ecosystem as part of an ongoing, structured compliance effort.

Full List of Nineteen Disciplinary Referrals

The referral list includes a broad range of infringements addressed under the TFF Disciplinary Code.

1. Zecorner Kayserispor

Kayserispor was referred to the PFDK for “ugly and offensive chanting” under Article 53 of the Disciplinary Code. Club official Mustafa Baki Ersoy was also referred for “actions contrary to regulations” under Article 46 and Accreditation Guideline 7/1.

Additionally, assistant coach Vito Tercolo was referred for “failure to comply with an existing sanction” under Article 50. The federation noted that Tercolo was already serving a suspension at the time of the incident.

2. İkas Eyüpspor

Eyüpspor was referred for “ugly and offensive chanting” in violation of Article 53 following its match on 22 November 2025.

3. Galatasaray A.Ş.

Galatasaray was referred for “ugly and offensive chanting” under Article 53. Club official Abdullah Kavukcu was sent to the PFDK for “actions contrary to regulations” under Article 46, a violation of Accreditation Guideline 7/1, and “unsportsmanlike conduct” under Article 36.

Player Roland Sallai was referred under Article 43 for “unsporting behaviour,” with a precautionary measure applied from 23 November.

4. Göztepe A.Ş.

Göztepe was referred for both “ugly and offensive chanting” under Article 53 and “field incidents” under Article 52 during the match on 23 November.

5. Kocaelispor

Kocaelispor received referrals for “ugly and offensive chanting” under Article 53 and “field incidents” under Article 52 from the same match against Göztepe.

6. Beşiktaş A.Ş.

Beşiktaş was referred for “ugly and offensive chanting” under Article 53 during its home match on 23 November.

7. Çaykur Rizespor A.Ş.

Rizespor was referred for “ugly and offensive chanting” under Article 53 and for issuing a social media statement considered to “damage the reputation of football” under Article 38.

Club president İbrahim Turgut was also referred under Article 38 without a precautionary measure.

8. Fenerbahçe A.Ş.

Fenerbahçe was referred for “ugly and offensive chanting” under Article 53.

Goalkeeper Ederson Santana de Moraes was referred for “insult” under Article 41, with no precautionary measure applied.

9. Tümosan Konyaspor

Konyaspor was referred under Article 53 for “ugly and offensive chanting” and under Article 52 for “field incidents” following its home match on 24 November.

10. Hesap.com Antalyaspor

Antalyaspor received dual referrals under Article 53 for “ugly and offensive chanting” and Article 52 for “field incidents” during the same match against Konyaspor.

11. Rams Başakşehir FK

Başakşehir was referred under Article 53 for “ugly and offensive chanting.” Club official Mesut Altan was referred for “actions contrary to regulations” under Article 46 and Accreditation Guideline 7/1, without a precautionary measure.

12. Trabzonspor A.Ş.

Trabzonspor was referred under Article 53 for “ugly and offensive chanting” following its away match on 24 November.

13. Boluspor

Boluspor was referred under Article 53 for “ugly and offensive chanting” in its Trendyol 1. Lig match on 22 November.

14. Sakaryaspor A.Ş.

Sakaryaspor was referred for “ugly and offensive chanting” under Article 53 following its match against İstanbulspor.

15. Alagöz Holding Iğdır FK

Iğdır FK was referred under Article 53 for “ugly and offensive chanting” and under Article 52 for “field incidents.”

Club official Onur Girdap was additionally referred under Article 50 for “failure to comply with an existing sanction,” with a precautionary measure applied from 25 November.

16. Erzurumspor FK

Erzurumspor president Ahmet Dal was referred under Article 46 for “actions contrary to regulations,” alongside a violation of Accreditation Guideline 7/1. No precautionary measure was applied.

17. İmaj Altyapı Van Spor FK

Van Spor was referred under Article 53 for “ugly and offensive chanting.” The club was also cited for “actions contrary to regulations” under Article 46, as well as a violation of Article 6/6 of the 2025-2026 TFF 1. Lig Match Status Regulation.

18. İkas Eyüpspor (second referral)

In addition to the chanting case listed earlier, Eyüpspor was separately referred under Article 46 and Coaches’ Regulation Article 7 for “actions contrary to regulations” related to coaching staff procedures.

19. Atakaş Hatayspor

Hatayspor was referred under Article 46 and Coaches’ Regulation Article 7 for “actions contrary to regulations,” marking its inclusion among teams whose technical staff procedures were found to be non-compliant.
