UAE Moves Forward With Plan To Grant One Online Gaming License Per Emirate

The United Arab Emirates is preparing to launch a tightly controlled online gaming framework that would grant only one B2C license per emirate. The move, led by the General Commercial Gaming Regulatory Authority (GCGRA), signals a major step toward establishing a regulated digital gaming market in the Gulf region.

Exclusive Licensing Model Inspired By Land-Based Structure

The GCGRA’s plan would mirror the current land-based model, where each emirate is permitted one casino operator. According to industry reports, no more than seven online gaming licenses will be available across the UAE, with each emirate free to decide whether to participate.

At present, Ras Al Khaimah is the only emirate with a land-based gaming license, awarded to Wynn Resorts for its $5 billion integrated resort project on Al Marjan Island. Abu Dhabi is expected to follow, but analysts predict that initially only two or three emirates will enter the online market.

Suppliers And Technology Partners Already Approved

The UAE has been rapidly building the regulatory and technological infrastructure needed to support its gaming industry. The GCGRA has already issued several supplier licenses to technology and data firms, including Hub88 Holdings and Live88 (both part of Yolo Group) — and sports data provider Sportradar AG.

These approvals indicate that the country’s online gaming framework is moving from planning to implementation. Sportradar’s license allows it to provide integrity services and data-driven solutions to future UAE operators, supporting transparency and fair play. The company, which works with major organizations such as UEFA and the NBA, plans to use its analytics tools to help prevent match-fixing in the region’s emerging betting landscape.

A Vision For Innovation And Responsibility

Last month, GCGRA Chief Executive Officer Kevin Mullally outlined his goal for the UAE to become a global hub for gaming innovation. He encouraged developers to prioritise creativity over regulatory concerns and stated that the authority intends to adapt its framework to accommodate emerging technologies. According to Mullally, the UAE’s ambition is to blend entertainment, skill, and technology under a responsible model for modern gaming.

Observers view the “one license per emirate” approach as both cautious and forward-thinking. By maintaining tight regulatory control while encouraging innovation, the UAE aims to set a benchmark for responsible gaming in the Middle East.
