UAE’s Regulatory Stance on Unlicensed Gaming Operators

The UAE’s General Commercial Gaming Regulatory Authority (GCGRA) has issued a crucial warning to both stakeholders and players regarding the risks associated with engaging with unlicensed gaming operators.

The Risks of Unlicensed Operators

The GCGRA’s concerns revolve around the elevated risks players face when dealing with unlicensed operators. These include potential financial losses, exposure to fraud, and misuse of personal data.

Moreover, players risk encountering cybersecurity threats such as malware and phishing attacks. Engaging with illegal operators could also lead to involvement in regulatory or criminal investigations, which can result in significant reputational damage.

Kevin Mullally, CEO of GCGRA, emphasized the organization’s dedication to creating a secure gaming framework: “The GCGRA is committed to ensuring a safe and legal gaming environment in the UAE.”

Mullally urged players to exercise caution, stating, “Stay vigilant and informed, to protect yourself from the risks associated with illegal gaming. Your adherence to the law not only safeguards your personal and financial security but also upholds the integrity of our community.”

The unlicensed operators lack the essential regulatory oversight that ensures fairness and security in gaming.

Their practices often sidestep essential consumer protections, advertising standards, and financial compliance, such as maintaining reserves for payouts and adhering to anti-money laundering laws. This regulatory vacuum leaves players vulnerable to exploitation and systemic risks.

Authorised Operators in the UAE Market

Currently, GCGRA has licensed only one entity, The Game, LLC, operating as The UAE Lottery. Additionally, long-established entities like Big Ticket and Dubai Duty-Free have been allowed to continue their operations under strict regulatory supervision.

These businesses, operational for nearly three decades, have adjusted their frameworks to align with the Federal Law by Decree, which governs the gaming sector.

The UAE’s gaming landscape is at a pivotal juncture. The industry eagerly anticipates the regulatory framework set to take shape by 2025.
