Ukraine Plans to Launch Gambling Exclusion Register by December
Ukraine is preparing to introduce a nationwide register of excluded gamblers by December. The state platform PlayCity is currently looking for an IT provider to build the system.

PlayCity in Charge of Implementation
The Ministry of Digital Transformation confirmed that PlayCity, the state-operated gambling monitoring platform launched in mid-2025, is responsible for building the register. The platform has begun the search for a technology provider and expects to have the system ready before the end of the year.
PlayCity was created to centralise supervision of online gambling and modernise the country’s regulatory structure. Alongside the exclusion register, the platform is also working on relaunching the national lottery market to generate additional funds for defence. Licensing fees are expected to exceed UAH 10m (around $242m).
How the Register Will Work?
The system will allow individuals to self-exclude from gambling, while close family members will also have the option to request a ban on someone else. Access to the service will be available through the Diia portal, Ukraine’s government app used for digital identification and public services since 2020.
Once a person is added to the register, gambling operators will be required to check their status by verifying user data against demographic records. The register is intended to serve as an additional safeguard against gambling addiction.
Cybersecurity and personal data protection are described as core elements of the project to ensure that information shared between the state and licensed operators remains secure.
