VGCCC Outlines 2025-26 Plan to Protect Victorians from Gambling Harm

The Victorian Gambling and Casino Control Commission (VGCCC) has unveiled its Annual Plan for 2025–26, setting out a comprehensive strategy to reduce gambling harm, modernize regulation, and reinforce public trust. The plan emphasizes data-driven, intelligence-led oversight focused on protecting communities and ensuring industry accountability.

Commitment to Community Wellbeing

Now in its fourth year as an independent regulator, the VGCCC aims to deliver real change for Victorian communities. CEO Suzy Neilan said the Commission’s mission centers on community wellbeing and transparent regulation.

“This year’s plan reflects our ambition to be bold, intelligence-led, data-driven, and deeply connected to the communities we serve. We’re evolving how we regulate, using smarter tools, stronger partnerships, and a sharper focus on harm minimisation to protect Victorians.”

Focus on Preventing Gambling Harm

The Commission’s new plan emphasizes early detection of risky gambling behavior and stronger protection for minors and excluded individuals. It also aims to ensure that advertising remains responsible and aligned with harm reduction goals.

The VGCCC’s priorities support the Minister’s Statement of Expectations, which calls for best-practice regulation that listens to lived experience, fosters innovation, and protects community safety.

Safer Systems Through Modernization

The VGCCC is also launching several long-term initiatives. These include a five-year public awareness campaign to educate and empower communities about gambling harm. In addition, the Commission is upgrading its digital systems to make regulation faster and more efficient.

It will also support the rollout of mandatory carded play and pre-commitment tools that help people stay in control of their gambling.

“We’re not just regulating, we’re modernising how regulation is done. By aligning our work with the Statement of Expectations and our core priorities, we’re making sure our efforts are proactive, transparent, and focused on long-term community benefit.”

Key Priorities for 2025–26

The VGCCC’s plan identifies three main goals for the year ahead:

  • Modernise digital infrastructure to cut red tape and improve service delivery.

  • Use intelligence-led regulation to detect and respond to risks more effectively.

  • Strengthen harm reduction through education, engagement, and enforcement.
