2023 Report Reveals Key Changes in Northern Ireland’s Gambling Sector

The Northern Ireland government has released its 2023 report on the gambling sector, providing a detailed analysis of the current state of the industry.

Overview of Gaming Machine Permits

In 2023, Northern Ireland’s gambling sector experienced notable changes in the number and type of gaming machine permits issued under the Betting, Gaming, Lotteries and Amusements (Northern Ireland) Order 1985.

The first type of permit, covering machines with a maximum payout of £25, saw a slight decrease in the number of permits issued—from 119 in 2022 to 114 in 2023.

However, the total number of gaming machines covered by these permits increased from 5,901 to 6,457.

Permits for machines with a lower maximum payout of £8 also experienced growth.

In 2023, 24 permits were issued, covering 855 machines, compared to 18 permits and 377 machines in 2022.

This reflects a year-over-year increase in both permits and the number of machines under this category.

Decline in Gaming Machine Certificate Permits

There was a significant decline in gaming machine certificate permits in 2023.

These permits allow holders to supply and maintain gaming machines.

The number of operational certificates decreased from 41 in 2022 to 31 in 2023, indicating a shrinking market for this aspect of the gambling industry.

Lottery Certificates and Society Lottery Licences

Lottery-related licences showed mixed results in 2023.

Only two lottery certificates, which allow the holder to act as an external lottery consultant or manager, were operational.

In contrast, society lotteries, which are promoted for charitable purposes, saw a significant number of licences.

A total of 124 existing licences were renewed, and 52 new licences were granted in 2023, demonstrating the continued prominence of charitable lotteries in Northern Ireland.

Track Betting and Bookmaking Licences

Track betting remains a niche activity in Northern Ireland, with only two horse racing tracks and two dog racing tracks holding licences in 2023.

The number of operational bookmaker licences remained stable at 103, consistent with 2022.

However, there was a slight increase in the number of bookmaking office licences, rising from 279 in 2022 to 285 in 2023.

Economic Impact and Employment Trends

The economic landscape of the gambling sector in Northern Ireland has faced challenges in recent years.

Although employment in the industry increased slightly from 2,185 in 2021 to 2,240 in 2022, the turnover for land-based gambling and betting operators has continued to decline.

In 2022, turnover dropped to £228 million, the lowest since 2016, when it peaked at £760 million.

It’s important to note that this figure excludes online gambling revenue from operators based outside of Northern Ireland, which may contribute to the overall decline.
