German Court Backs GGL’s Payment Ban Against Unlicensed Gambling

On October 2nd, the Halle Administrative Court upheld a ruling from Germany’s Joint Gambling Authority (GGL) that blocks a Swiss payment provider from processing transactions for unlicensed gambling operators.

Broad Ban on Unlicensed Payments

Unlike traditional prohibition orders that target specific unregulated operators, the court’s ruling supports the GGL’s broader approach.

The prohibition now extends not only to known illegal gambling activities but also to future potential violations.

GGL CEO Ronald Benter welcomed the ruling, stating, “This further success in the use of payment blocking shows that national borders are no obstacle to the enforcement of gambling law.”

He also warned payment providers that failing to comply with regulations will have consequences, adding, “Companies that do not comply with the applicable laws must expect consequences.”

Combating the Black Market with Payment Blocks

Payment blocking has become a crucial tool for the GGL in its efforts to curb illegal gambling activities.

In recent years, many financial institutions have cooperated with the GGL by promptly implementing payment bans on unlicensed operators.

The authority continues to urge payment providers to comply with legal requirements and assist in maintaining a regulated market.

Benter emphasized the international reach of the GGL’s actions, noting that this ruling demonstrates its effectiveness in combating unlawful gambling activities across borders.

GGL’s 2023 Enforcement Efforts

The GGL has been proactive in identifying and investigating illegal gambling activities throughout 2023.

The authority reported over 1,500 regulatory violation tips, although many were too vague to pursue.

However, through these tips and internal investigations, the GGL reviewed over 1,860 websites and 438 gaming providers for violations.

This led to 133 prohibition proceedings, with 63 illegal gambling operators and advertisers ceasing operations.
