Ukraine Implements Strict Gambling Regulations

President Volodymyr Zelenskyy has enacted measures recommended by the National Security and Defense Council of Ukraine aimed at curbing the adverse effects of online gambling during the ongoing martial law.

The newly implemented decree specifically targets military personnel, prohibiting their access to online gambling platforms during the martial law period. This measure aims to ensure that military focus remains unhampered by such distractions, potentially enhancing operational effectiveness.

Advertising and Account Limitations

Further directives include the development of stringent regulations on gambling advertising. Notably, the use of symbols associated with the Armed Forces of Ukraine and other military formations in gambling promotions has been expressly banned.

Additionally, the decree mandates that online casinos prevent players from registering multiple accounts and imposes caps on the maximum continuous gambling time per day and week for individual accounts, introducing mandatory breaks to discourage prolonged gambling sessions.

Financial Controls and Awareness Campaigns

The decree also introduces a limit on the amount a player can spend on gambling within a specified period, a measure aimed at promoting responsible gambling. The establishment of a State Online Monitoring System will further enable the oversight of gambling activities. A national awareness campaign regarding the dangers of gambling is also set to be launched, indicating a comprehensive approach to tackling gambling-related issues.

Compliance and Enforcement

To enforce these regulations, Ukraine’s Security Service, in collaboration with other authorized bodies, is tasked with inspecting gambling organizers for compliance with the country’s sanctions legislation. Measures will be taken to impose sanctions on those found in violation.

Technological and Financial Sector Cooperation

The decree includes recommendations for the National Bank of Ukraine to prohibit the use of dual-use goods as collateral and to formulate guidelines for banks to block the use of credit funds for gambling activities. Additionally, the Ministry of Digital Transformation is advised to engage with tech giants Apple and Google to block access to illegal online casinos on their platforms.
